Phil Powell

Phil Powell is an Associate Partner at The Normandy Group, where he provides legislative analysis, research, and direct lobbying services. Phil conducts extensive evaluations of government programs and aligns them with municipal, corporate, higher education, and nonprofit client agendas.

Phil transformed and institutionalized the firm’s annual appropriations process. His efforts have resulted in hundreds of millions of dollars annually for programs championed by our clients, and have directly led to dollars secured and substantial return on investment. Phil facilitates client fly-ins by identifying proper meeting targets, managing logistics, and preparing briefing materials and talking points.

Prior to joining Normandy, Phil worked for Senator Robert P. Casey, Jr. and the American Sustainable Business Council. He graduated magna cum laude in International Studies with a minor in French from Allegheny College.

Work and Achievements

Assisted in securing $5.9 million in earmarked funds for clients in FY23

Received an Ambassador Award from the FAA Managers Association in 2023 for his work advocating for aviation infrastructure and manager benefits.

Served as both Office Manager and Director of Federal Affairs prior to his promotion as Associate Partner
